And now, the resurrection of all the prophets, and all those that have believed in their words, or all those that have kept the commandments of God, shall come forth in the first resurrection; therefore, they are the first resurrection.
Those in the First Resurrection, which are those who are saved, include the prophets and those who obey them (in other words, the faithful saints from all dispensations), those who died without having heard the gospel (which is a whole lot of people), and those who died as little children. For all of these, Christ has atoned. Only the rebellious and disobedient will not benefit from the atonement.
