For behold, this is according to the captivity of the devil, and also according to the justice of God, upon all those who will work wickedness and abomination before him.
Those who choose Satan will eventually get their desire and will become one of his captive minions. Those who want Satan to rule will have the opportunity to experience his rule forever.
